Wisconsin State Facilities Environmental Impact Assessment

The State of Wisconsin Department of Administration, Division of Facilities Development contracted GRAEF to complete the Environmental Impact Assessments for these new facilities, both of which needed to be completed on a compressed timeframe. These facilities were constructed by private developers and then leased to the State with a future option to purchase. Both new facilities were required due to overcrowding at the existing facilities.

The preferred alternative for the Department of Revenue building was a former landfill or “brownfield” site. Soil and groundwater at the site was contaminated with low levels of chlorinated solvents. The State Department of Natural Resources closed the site with deed and groundwater use restrictions. Prior to construction it was necessary for the developer to prepare a material handling plan and site grading plan to ensure that individuals would not be exposed to the contaminated soils at the site. The Department of Revenue building site was situated adjacent to a wetland area and a Dane County pond and prairie restoration site. As a requirement prior to construction, the site storm water management plan had to include special measures to protect the neighboring properties.

The preferred alternative for the Risser Justice Center was a corner property with a bank’s parking lot and partially vacant building across from the State Capital. The new facility was required to conform to a height requirement so as not to restrict the view of the capital building. The design also had to meet the aesthetic requirements imposed by the City of Madison for buildings on the Capital Square. Due toits historical significance, the façade of an existing building on the capital square was incorporated into the design of the Risser Justice Facility. The State Historical Society also required that a sculpture attached to the side of the old building be preserved and used at the new building.
