Oakwood Road Improvements

GRAEF was selected to prepare and design plans and specifications for road improvements on West Oakwood Road, from 27th Street approximately 4,000 feet west. During the planning stage, GRAEF prepared several alternative road layouts and probable cost estimates. After planning, GRAEF was retained to design improvements for West Oakwood Road as part of Phase I of Franklin’s future business park. The construction of a large Wheaton Franciscan Healthcare facility on the northwest corner of West Oakwood Road and South 27th Street initially spurred the necessity of road and utility improvements.

A 120-foot right-of-way replaced the previous 22-foot wide rural section of roadway. In addition, a 48-foot boulevard pavement section with sidewalks and bike paths will be constructed in the near future. As part of this project, GRAEF prepared right-of-way plats and performed a natural resource study, survey, street lighting plan, landscape plan, stormwater management plan and design, road plans and cross sections, traffic signal plan, traffic control plan, water main design, sanitary and storm sewer design, assessment reports, wetland and waterway permitting, bidding, contract administration, and construction inspection. After completing the right-of-way acquisition through the process of eminent domain, utility and road work began.

Due to the extent of natural resource features such as wetlands and woodlands within the project site, GRAEF worked closely with State and Federal regulatory agencies, as well as the City to streamline the Chapter 30/Section 404/401 permitting process and to design the road reconstruction and associated stormwater features in a manner that was both innovative and sensitive to natural resources.
